Quick answer. Once you establish residency in Washington you have 30 days to get a Washington driver license. If you hold a valid license from another US state and you are 18 or older, you do not need to take the knowledge test or drive test. You bring your old license, proof of identity, your Social Security number, and payment to a driver licensing office, and you walk out with a temporary license the same day.
The hard part is not the paperwork. It is getting an appointment inside that 30 day window when the closest office is booked out five weeks.
What counts as establishing residency
The 30 day clock starts when you do any of these: register to vote, get a Washington address on a lease or mortgage, receive state benefits, pay in-state tuition, or get a resident hunting or fishing license. Practically, the day you sign a lease is day one.

- Book an appointment at a driver licensing office. Search every office within 45 minutes, not just your closest one.
- Show up with your documents and payment.
- Leave with a 45 day paper temporary. The card arrives by mail in 7 to 10 days. DOL punches a hole in your old license and hands it back.

Do you need to take a test?
Not if your out-of-state license is valid and you are 18 or older. Same goes for licenses from DC, US territories, British Columbia Class 5, Germany, and South Korea.
You do need both the knowledge and drive test if your old license is expired, if you are coming from most other countries, or if you never had a license. Vehicle registration is a separate trip
This trips up almost everyone from out of state. In Washington, driver licenses and vehicle titles are handled by different offices. You register your car at a county auditor or vehicle licensing office, not the driver licensing office. Plan two stops.

You are technically driving without a valid Washington license. In practice the bigger risk is a traffic stop or an insurance claim where the address on your license does not match. Get it done.
Can I keep my old license?
