The Graduated Driver License (GDL) program gradually introduces driving privileges to first-time drivers, ensuring ample supervised practice before granting full driving rights. Here’s how it works:

  1. Special Learner Permit (Early Bird Road)
    • Eligibility: Must be at least 16, enroll in an MVC-approved behind-the-wheel course, and pass knowledge & vision tests.
    • Requirements: Signed parent/guardian consent, instructor-purchased permit, $10 fee (+$4 decals) .
    • Restrictions: No driving 11:01 pm–5 am; only one passenger (plus parent/guardian) and a supervising driver (age 21+, 3 years’ experience).
  2. Probationary License
    • After 6 months of supervised driving with no suspensions, pass the MVC road test at age 17+.
    • Unsupervised practice for another year, still displaying red GDL decals .
  3. Basic Driver License
    • Turn 18 and complete one year of probationary driving.
