Beginning this fall, the NYC Taxi & Limousine Commission (TLC) requires all out-of-state applicants to complete an identity verification step at a New York State DMV office before submitting their TLC application.
📝 The New DMV Requirement
According to NYC.gov, out-of-state drivers must now:
- Visit a New York DMV office in person
- Bring a completed ID-5 form (the official identity verification form)
- Obtain a Client ID receipt (Form FS-6T) from the DMV
- Submit that receipt to the TLC as part of the license application
This verification step proves that your identity and driver record have been confirmed through the NY DMV system. You won’t be able to proceed with your TLC application until this step is complete ✅
